Story

OXC was founded by Stephen Oxley in the United Arab Emirates in 2024. Oxley worked previously as an institutional investment consultant and latterly as a senior capital raising professional for alternative and mainstream asset classes. He has spent the last 21 years raising capital and developing relationships in the Middle Eastern institutional market.

Stephen Oxley founded OXC in 2024. Formerly he was a Managing Director at PGIM, the $1.1 trillion asset management business of Prudential Financial. Based in London, he was responsible for managing chief investment officer relationships and other larger institutional clients in continental Europe and the Middle East. 

Stephen has more than 30 years of investment management experience with institutional investors. Prior to joining PGIM, he was vice chairman and partner at PAAMCO Prisma, overseeing client relationships and solutions in Europe and the Middle East. Prior to that Mr. Oxley was a senior investment consultant at Watson Wyatt, where he provided investment advice to large pension fund clients and was head of the hedge fund research team. 

In 2012, he was awarded the Lifetime Achievement Award by Hedge Funds Review in recognition of his long-standing service to and championship of the global Fund of Hedge Funds industry. 

Stephen has completed investment management and professional services programs at London Business School and Harvard Business School and holds a B.A. degree from the Open University. In addition, he holds the Investment Management Certificate. He also is a Senior Advisor to Southern Right Capital.

Ted recently graduated from the University of Exeter with a degree in Biological Sciences. His interest in working in this field stemmed from a previous role analysing data with LCap Group. Through various work experiences and networking, he developed an interest in Finance. Ted is based in London and joined OXC as an analyst in September 2024.

The Professionalization of Investment Decision Making in the Middle East
It used to be said that the Middle East was one of the few relationship-based regions left in the world for investment managers. Developing clients was not so much about ‘what you know - but who you know’. If that was ever was true, it has changed.

Relationships are of course important, but now it's more ‘do you know who does what?’ Investment decisions made by Middle Eastern institutional investors, who together allocate over $4 trillion of investable assets, have become much more structured, systematic and professionalised.


Large institutional investors, such as sovereign wealth funds, have put in place teams of specialists and experts to manage processes from strategic asset allocation to investment manager selection and risk management. Governance structures ensure that decisions are made by appropriate asset class experts and are endorsed by investment committees and underwritten by independent due diligence teams.


The key to success in the Middle East region is understanding what institutions are looking for and knowing how investment decision making teams are structured in order to approach the right individuals with an appropriate investment strategy.


It sounds simple, but there are now hundreds of professionals working for Middle East institutional investors. These individuals are being called on by an increasing crowd of sales and marketing people some of whom may not understand the aims of the institution or what they are looking for in an investment manager. 
Taking a consultative, targeted ‘how can I help you?’ approach, knowing who to approach about what and showing a commitment to the region can all help bring success.
